📜 The Sahayak Gram Constitution

Adopted by founding citizens — No taxes, No coercion, Only Service.

Article 1: Membership & Assets

Every citizen receives home, bike, solar connection, land plot, utility link (value ₹50L). Newborns & accepted immigrants receive same within 6 months. One-time ₹1000 fee (waived for zero income).

Article 2: Common Company

Delivers daily: 10L water, 2 meals, waste pickup. Funded by selling surplus. Profit → 4 community funds.

Article 3: Village Council

5 elected members every 2 years. Handles disputes, fines, new member approval. No police, no jail — penalties: warnings, fines, temporary service suspension, expulsion by 2/3 vote.

Article 4: Rights

Free speech, assembly, start private business, leave village anytime, refuse meals.

Article 5: Four Funds

Health, Education, Maintenance, Elder & Disability. Accessible to all members.

Article 6: Population & Expansion

At 1200 residents, new village founded. Old village helps with loan from Maintenance Fund.

⚖️ Village Rules & Code of Conduct

1. No violence or intimidation — disputes go to Village Council.
2. Waste must be segregated at source; improper disposal → fine to Community Fund.
3. Shared assets (e-bikes, water points) must not be damaged; repair costs from Maintenance Fund, but intentional damage fined.
4. Common Company delivery timings: 7-9 AM & 5-7 PM. No late noise after 10 PM.
5. Membership subscription (₹1000) due upon joining. Life-long access.
6. Election campaigns: No personal attacks. Posters allowed only on notice boards.
7. Any citizen can propose new rule in monthly assembly; needs 60% approval.

📌 Council enforces with transparency. Appeals can be raised in open assembly.
